Minutes

1. Opening Remarks
 
Prof Barry Noller, President of FACS expressed his warm welcome to all delegates come to the meeting and declared the 41st EXCO meeting officially commenced at 9:30 AM on March 31st, 2002. 

Prof Noller pointed out that due to a tight schedule and limited time available, some delegates have to catch airplane to go home this afternoon or evening, the 41st EXCO meeting need to go through activities more quickly all items listed in the proposed agenda and try to finish by 1:00pm before lunch. He also advised that a group photo of EXCO Members and delegates will be taking during the morning tea break at 10:45AM. 

This EXCO was intended to be a council meeting, but because we do not have representations so it will devolve to an EXCO meeting instead.

The Welcome reception from the IKM was held last night because there are some people leaving this afternoon. Prof Noller thanked the IKM for its appropriateness of having the reception a night before due to the Symposium arrangement. 

Prof Noller then moved on to say that despite he was personally busy with many things including family matters since the 40th EXCO in Singpapore, President regretted he was not able to attend (i) The EXPO KIMIKA 2002 in early February, 2002 in Philippines; However, President was able to attend (ii) the 'Agent Orange' Conference organized by the US/Vietnam in early March 2002 at the Daewoo Hotel, Hanoi; he was able to meet with the Executives of the Chemical Society of Vietnam to discussing matters related to the 10ACC and building relationship of running the 10ACC; (iii) Due to other commitment, the meeting with Professor Stephen Hill, Director of UNESCO in Jakarta, Indonesia has to be cancelled; (iv) Intended to attend the ACGC meetings in Lao later of the year 2002 as well as go to China mid year to help organizing the ASOMPS to build strong relationship of FACS with respective countries. This would be part of the President Report.

Prof Noller also acknowledged the efforts that the Secretary General, Dr Thang undertaking in updating the Member Societies Directories.

Then, Prof Noller invited Prof Ho, President of IKM to say a few words of welcome. Prof Ho responded by extending his warm welcome and the IKM's duty to play host of this 41st EXCO meeting and to all the EXCO delegates. He also wishes all delegates well and to have a nice stay in Kuala Lumpur after the meeting. 

Apologies and Introduction of Delegates

Apologies received prior to this 41st FACS EXCO Meeting are: Dr Johnsee Lee of Taiwan, Past President who is presenting here by Prof Kan-Nan Chen. Prof. Ho Sy Thoang of Vietnam, President-Elect and is here representing by Prof. Quach Dang Trieu, Vice-President of CSV. Because of a slight change of this meeting date, Prof Tashin J. Chow, Chairman of Publications was not able to be here and is representing by Prof Kan-Nan Chen. We have also received the following apologies and they are: Prof John Webb, Prof J.N. Oleap Fernando, Dr XiaoXia Li, Dr Chris Strauss and Dr David Winkler.

For introduction of all delegates, Prof. Noller introduced one by one around the Table (see Present list above). 

For the 41st EXCO meeting Agenda, Prof Noller suggested that we took out the word of 'Approval of' on item 3: '11th GA Minutes' only. In addition, the Secretary General would like to add a sub-item, correspondences in his Report in item 7.

2. Approval of Minutes of 40th EXCO meeting (Attachment 1)

The minutes of 40th EXCO meeting held at the Board Room, Level 6, Marina Mandarin Hotel, Singapore on December 16, 2002 were approved as presented despite some typographical errors. It was moved by Datuk Dr Ting-Kueh Soon (Malaysia) and seconded by Dr Masato Ito (Japan).

Matters arising from the minutes and they are several of these and will all be attended later during the meeting: 

  • Page 5: the registration fee was set too high for 12ACC by the KCS;
  • Page 9: 10ACC brochure, need a better quality pdf file and forward to XiaoXia Li;
  • Page 9:Under the Report by Secretary General, the facs@raci.org.au address sometimes not working due the big size of the files (with FACS logo). Problems have been solved by creating a lower memory FACS Logo and the address is fully operational;
  • Page 10: Updating the list of EXCO Members (been done), updating the Member Society Directories (huge efforts!) and will still need attention to updating lists of FACS Fellows, Life Members and FACS Awardees;
  • Page10: A letter was sent to the Israel Chemical Society, and 300 USD per year for two years. The Treasurer has undertaken this task and completed;
  • Page 11: Regarding the Indian Society of Analytical Chemists, not pay their dues, should downgrade its membership to observer or even terminate its membership entirely;
  • Bottom of Page 11: The Secretary General, Dr Thang has secured a positive sponsorship of 1000 USD per issue from the Australian Journal of Chemistry and CSIRO Publishing;
  • Page 12: The President, Prof Noller admitted that he has not written to Dr John Jost, will do so soon;
  • Page 12: A nomination of Co-Director of Medicinal Chemistry is still needed. Will discuss during the item 11, Report by Coordinator of Projects;
  • Page 13: Dr. Chris Strauss needs to come up with a name as his Co-Director for the 'Green Chemistry';
  • Page 14: Several items need to be addressed and they are: Low Cost Educational Publications and the Low Cost Instrumentation as two Sub-Projects be separated and Prof Wing-Hong Chan of the Hong Kong Baptish University and Prof Sane should be consulted with; The Secretary General will contact Dr. David Winkler upon his return to CSIRO and ask Dr Winkler to provide a proposal about 'Medicinal Chemistry' program;
  • Page 15: ACGC, Prof Noller has not yet asked Prof Pyne supplied a statement and need to follow this up; 
  • Page 16: The Treasurer, Dr Soon needs to create a form for Life/Individual membership application and is needed to forward this Prof Chow to include in FACS Newsletter as well as to Dr XiaoXia Li for FACS website;
  • Page 17: The date of 41st EXCO has to change to Sunday 31 March 2002 due to lack of flights because of the Easter holidays; 
  • Page 18: The 11ACC and the 13th GA: The Secretary General should contact the Korean Chemical Society to determine/clarify the exact date, month and year for holding the proposed 11ACC and 13th GA. This is an outstanding matter;
  • Page 18: IUPAC, USD 150 has been paid by The Treasurer for FACS to be an associate member of IUPAC;
  • Page 18: RACI Initiatives. Asked EXCO members to have a read and to endorse it;
  • Page 19: North Korean Initiative: will try to get a North Korean scientist to attend the next 10ACC as well as to have a North Korean representative as an observer at the 44th EXCO meeting in Hanoi, Vietnam; 
  • Page 19: FACS Awards: the Secretary General needs to check and advise the next EXCO what is the schedule, timetable for the FACS awards and also follow the procedure of establishing nominations of the awardees.

3. 11th GA Minutes

Action: Take corrections from EXCO members only. No approval at this stage, the 11th GA Minutes will be approved at the next 12th GA.

Prof. Noller pointed out some corrections need to be made such as on Page 4, item 2: Announcement of Nominations of National Delegates, in the last sentence: 'Absence of the following member Societies: Iraq, India, Indonesia, Pakistan, Mongolia, should take out the Thailand, but add Hong Kong and Jordan. On page 6, Prof. John White, President of 'Royal Australian Chemical Institute delivered' # rather than #'Royal Institute of Chemistry delivers'.

5. Report of President-Elect

Prof Ho Sy Thoang was absent at this EXCO meeting and is representing by Prof Quach Dang Trieu, Vice President of the Chemical Society of Vietnam. 

Prof Noller told the EXCO that while he was in Hanoi attending the 'Agent Orange' conference in early March prior to this 41st EXCO, he had discussion with Prof Thoang and the Executives of the 10ACC regarding the brochure (2nd circular) and other matters.

6. Report on 10ACC and 12th GA Progress
 
No new progress report was handed out (Prof Trieu brought with him an old progress report used in the 40th EXCO memting in Singapore). However, Prof Noller was able to convey further details such as the date and time for the 10ACC and 12th General assembly of FACS as following:

The Chemical Society of Vietnam (CSV) has secured full support in terms of organizing and accommodating FACS delegates in the Daewoo Hotel (600 people) during the 10ACC. Powerpoint presentation facility is available at the Daewoo hotel. 

During the 10ACC, there will be four Award Lectures. Apart from the usual three, the FACS Foundation Lecture; Distinguished Young Chemist Award Lecture and the Economic Development; the Chemical Education Award Lecture will be delivered the first time at the Congress.

Dr Masato Ito, Coordinator of Projects, suggested that during the 10ACC, he would like to see all Projects' Directors have come up with their planning activities fitted in to the themes of the 10ACC Program. Dr Ito will contact directly with the CSV for this regard. Dr Ito would like to make use of the October 19, 2003 as the day for all Projects' Directors get together in Hanoi.

Inviting Nobel Laureates as the Plenary Lecturers have been progressing well. So far, Prof Yuan T Lee of Taiwan, Prof. Jean 每Marie Lehn of France have accepted the invitation. In addition, Prof. Noyori, current President of the Chemical Society of Japan, 2000 Nobel Laureate in Chemistry is suggested (by the Secretary General) as a third Plenary Lecturer. The CSV needs to approach Prof Noyori.

Action: Secretary General will require some action in due course and contact each Member Societies to nominate name(s) of their representatives come and attend the General Assembly.

Prof Noller also conveyed that a visa form can be downloaded and conditions for travel can be found on FACS website.

7. Report by Secretary-General 

The Secretary General apologized for his late sending out the comprehensive 40th EXCO Minutes (19 pages long document) and the proposed Agenda for this 41st EXCO meeting. 

Since the last EXCO held in Singapore in December 16, 2001, the last three months the Secretary General has accomplished the following secretariat tasks:

  • Updating the list of current EXCO Members;
  • Update the low memory FACS letterhead with the current FACS Project Directors and Co-Directors; as well as put the FACS website on the letterhead;
  • Updating the Member Society Directories. This task has been done with a lot of efforts by numerous means: via email; using fax and telephone calls to four Society Members. The updated list is still missing four Member Societies, namely, the Mongolian Chemical Society; Iraqi Chemists Union; The Chemical Society of Pakistan and the Indian Society of Analytical Chemists;
  • Achieved a FACS Newsletter sponsorship from Australia, through the Australian Journal of Chemistry and CSIRO Publishing a 1000 USD per issue;
  • Contacted RACI Treasurer and received a financial statement of the FACS account managed by RACI in Australia to FACS Treasurer.
  • Written an acknowledgement/appreciation letter to our FACS Executive Editors, Dr. Huey Huey Lo and Dr. Jer-Young Chen and expressed the view of this EXCO in inviting them to stay on for another term of two years as Executive Editor.
  • Contacted Bangladesh Chemical Society and The Chemical Society of Thailand regarding the 42nd EXCO Meeting.
  • Appointed as the Regional Receiving Editor for the Australian Journal of Chemistry (AJC) 每 An International Journal of Chemical Science. Will act as Guest Editor if there is a need to publish a special issue of papers in AJC.

Some actions the Secretary General still requires to do: 

  • Updating the list of FACS Fellows, Life Members (since 1993) and FACS Awardees. Regarding the list of Life Members, the Secretary General has asked Datuk Dr Soon to provide him a list based on the Treasurer's record.
  • Search and establish our Member Societies' own web page (URL!).
  • Contact the Korean Chemical Society to determine/clarify the exact date, month and year for holding the proposed 11ACC and 13th GA.
  • Need to check and advise the next EXCO what is the schedule, timetable for the FACS awards and also follow the procedure of establishing nominations of the awardees.

Correspondences: 

  • A letter was received from the Iraqi Chemists Union dated Novemeber 28, 2001 to our Past President, Dr Johnsee Lee informing that the President of the Iraqi Chemist Union is Dr Raad M. Muslih instead of Prof. Zuhair Sharif Salih. A reply to Dr Muslih was sent out on January 18, 2002 and signed by Prof Barry Noller.
  • Received an invitation letter from the Chemical Society of the South Pacific (CSSP) for Fellow Scientists of FACS to take part in the CSSP first Regional Chemistry Symposium on July 8-9, 2002. The theme of the conference is 'Environment and Chemical Education'.

8. Report of Treasurer

The FACS Trust account kept in Australia was recorded a balance of A$51,651.36. The FACS account kept in IKM (Malaysia) was recorded with a total balance of RM 12,615.51 as of February 28, 2002. The Treasurer had gone through the receipts and payments in detail. The Treasurer's Report was moved by the Secretary General, Dr Thang (Australia) and seconded by Dr Masato Ito (Japan).

9. Report by Chair of Publications

Prof. Tahsin J. Chow was absent at this EXCO meeting and is representing by Prof. Kan-Nan Chen. There are two items that Prof Chen raised: The 38th EXCO Minutes was missing in the previous FACS Newsletter publication and he suggested that it is required to get it published in the upcoming issue of the FACS Newsletter. Secondly, in 2002, is it still planned to publish with a second issue of FACS Newsletters? Prof Noller said that it all depended upon our financial situation.

10. Proposal for Renewal of Sub-Project Low Cost Instrumentation

Prof. Wing-Hong Chan of the Hong Kong Baptist University presented a proposal of renewal of subproject 每 low cost instrumentation based on Microscale Chemistry LCI-MC. A three pages proposal is attached with this Minutes. On page 3 of the proposal, it listed some activities in 2002-2004 and they are:

  • To organize regional workshops to provide training to chemistry practitioners and educators in Asia. One half day workshops are tentatively scheduled in December 2002 and in December 2003, respectively.
  • To publish Newsletters for sharing and promoting of incorporation of microscale chemistry in laboratory teaching.
  • To organize the 2nd International Symposium on Microscale Chemistry in December 2004.

There was a lot of discussion about the proposal. Prof Chan advised that he could find some money, say HK$2,000 to sponsor one fellowship from a member country to attend the workshop. All EXCO members presented were agreed and endorsed the initiative.

Medicinal Chemistry (MC)

2002 Med Chem Project Symposium at the next MCC meeting.
In February 2003 the Project will participate in a joint conference on structure-based medicinal chemistry in Lorne, Australia. This will be a combined meeting of the med chem project, the RACI Biomolecular Chemistry Division, the Molecular Graphics and Modelling Society, and the Lorne Protein conference. US$500 funding for 2002 be held over until 2003. The Project will also organize a symposium and workshop at the 10ACC in Hanoi in 2003.

Revised Guidelines for Use of FACS Seed Money

Approved at the 37th Ex-Co Meeting on 11 Jan 2001 at Hanoi

1. Project Directors must submit before the end of the year their proposals for use of the Seed Money for the next year. For 2002, they must submit their proposals by the end of June (This sentence is deleted on July 1 2002).
2. The Coordinator of Projects shall approve the use of the money in consultation with the President and Treasurer.
3. All variation from the proposals shall be subject to new approval.
4. The funds not spent by 31 Dec expire unless special approval has been requested to the Coordinator of Projects by 31 Dec for carry-over for the next year. The fund carried over from the previous year cannot be carried over any more.
5. Seed fund shall be used for the following purposes:
a) Support of participants or speakers from countries of the region to a Workshop, Seminar or Meeting approved by FACS.
b) No person shall be sponsored more than once during the 2 years period.
c) Up to 25% of the seed money shall be used to cover incidental costs of the Project Director to organize the project. 
d) Up to 25% of the seed money shall be used to prepare documents or reports of the project. 
e) Up to 50% of the seed money shall be used to fund travel of the Project Director or Co-Director to a FACS approved Workshop, Seminar or Meeting. 
f) For any other use, prior approval shall be obtained from the Ex-Co.
6. Project Directors must give a report of the Meeting, Seminar or Workshop and details of the use of the Seed Money, before money can be released by the Treasurer.
7. The report shall contain the highlights of the project, progress, resolutions or recommendations (if any) and photographs. The report shall be considered for publication in the FACS Newsletter.
8. The grant shall only be released if the society is in benefit, that is, its subscription has been paid.

Duties of the Coordinator of Projects and Project Directors and Co-Directors

The Coordinator of Projects

1. To communicate with Project Directors and receive the regular Progress Reports for reporting to EXCO, Council Meeting and General Assembly of FACS.
2. To communicate with member societies and ensure their participation in FACS Projects.
3. To monitor the progress of projects and take appropriate action to ensure that they keep up with schedule (target) and do not become inactive.
4. To receive new proposal of projects from member societies and have them tabled at EXCO meeting agenda.
5. To advise Treasurer to release seed grants after receiving necessary documents/details from Project Directors.
6. To assist Project Directors by making contacts with funding institution, wherever it is available.

Project Directors

1. To monitor programs in FACS member countries in their respective project areas.
2. To catalyze development of new programs and promote cooperation among member countries.
3. To enhance communication by creating/strengthening networks between chemists in the region.
4. To ensure that at least 3 chemical societies are involved in activities of the project network.
5. To provide regular reports on the project to the Coordinator of Projects so that it can be tabled at EXCO meetings and disseminated in FACS Newsletter. 
6. To raise funds for Workshops, Meetings, Symposia, and other project activities (as far as it is possible).
7. To present a program of activities to the Coordinator of Projects so that it can be tabled at EXCO meetings.

Project Co-Directors

1. To assist the Project Director in their respective network of the project.
2. To monitor the specific programs/projects assigned by the Project Director or initiated by the Co-Director.

Action: Prof Krishna Sane is acknowledged for his tremendous contributions in LCI and he will be received a Citation at the next ACC. All EXCO Members endorsed the nomination.

12. Review on FACS Function

Background: The issue of FACS Function was brought up at the 38th EXCO meeting and EXCO suggested at that time to set up a task force to look at the re-construction of FACS, recruiting extra EXCO members in additional to the original EXCO organization, reviewing the current FACS projects, reconsidering the whole project direction on communications, environment and focusing on the mission and the function of FACS and working structure and current system of project, and improving the efficiency of FACS function.

Prof Barry Noller told the EXCO that he had a meeting with Dr Tom Spurling (Australia, a former FACS President) recently. They would like to insert key statements including the Guidelines just presented by Dr Masato Ito, Coordinator of Projects be part of the FACS Operation Manual. The comprehensive document will be circulated by the President later and will be considered at the next EXCO meeting.

13. FACS Foundation

Background: The purpose of setting up the Foundation is for FACS to get the financial contribution from outside. A brief outline has been circulated. FACS is the initiator, trustees, and launching fund. Dr. Singh and Prof. Noller were asked to look into the detailed information on the establishment of the Foundation.

Prof Noller had a discussion recently with Mr Robert Barnes, National Director of the Royal Australian Chemical Institute (RACI) regarding setting up a FACS Foundation. Mr Barnes emphasized there is a need to look at the financial side of the matter in particular. Prof Noller will circulate more information later on the FACS Foundation.

14. Future EXCO Meetings and Next Meeting

The schedule listed below was established for future EXCO meetings.
42nd EXCO meeting: Nov/Dec 2002 (date and location not set)
43rd EXCO meeting: May 2003 (Melbourne, Australia)
44th EXCO meeting: October 2003, Hanoi, Vietnam (together with 10ACC and 12th GA)

Discussion was mainly focused on the date and location for the 42nd EXCO. Since Dr Thang, Secretary General has secured the Bangladesh Chemical Society (BCS) to be the hosts prior to this 41st EXCO, the only issue is the date has to be decided by the EXCO. The dates of December 8 每10 were suggested by Prof Noller; also December 13-14 were no good for the IKM because of their scheduled MCC conference. All preferred to go later, if that is possible. Secretary General needs to explore a suitable date together with the BCS host and then advise to all our EXCO members.

 15. Other Business

  • Dr Thang suggested whether 'materials' such as the materials from the nanotechnology, polymers, etc., be proposed as a sub-project for consideration by the Coordinator of Projects. 
  • Asia Analysis 7: Endorsed by EXCO.

Prof. Noller adjourned the 41st EXCO meeting at 1:25PM.
