FACS Projects and Directors in 2001-2003

1. Changes in Projects and Directors
Project Directors and Co-directors in 2001-2003 was nominated at the 39th EXCO meeting in July 3, 2001 by Professor Barry Noller, the new president. After the discussion and adjustment among the new Coordinator of Projects and Directors concerned, as well as EXCO members, the new project directories were confirmed at the 40th EXCO meeting in December 16, 2001. The Co-directors for ANGC and MC are not yet nominated, which shall be considered and finalized by the next EXCO in March 30, 2002.
In the 40th EXCO meeting, the interest of Asia Pacific Microscale Chemistry Network in directing the Subproject Low Cost Instrumentation (LCI) was introduced. The Director of LCI has not been nominated since it was decided to divide from Subproject Low Cost Publication (LCP) at the 37th EXCO meeting. The Directorship will be discussed at the next EXCO meeting after the submission of the proposal by its expected Director.

2. Guidelines and Duties
The "Guidelines for Use of FACS Seed Money" was revised and materialized at the 38th EXCO meeting on January 11, 2001 and included in the Report by the Coordinator of Projects 1999-2001, which was prepared by Dauk Dr. Mohinder Singh. Also materialized at the meeting and were "Duties of Project Coordinator and Directors".
About one year has passed after they become effective, and there are comments against some of the lines and the EXCO will consider possible revision in the near future. By the time of revision, the Coordinator of Projects will try to apply them in favor of encouraging the activities of the Projects to enhance their network, to activate communication and information exchange, and to hold and support events, such as symposiums and workshops on regional or international basis.
The present "Guidelines" and "Duties" are listed below for your reference.
(1) Revised Guidelines for Use of FACS Seed Money
(Approved at the 38th Ex-Co Meeting on 11 Jan 2001 at Hanoi)
1. All Project Directors shall within 3 months of their appointment submit a proposal for use of the Seed Money.
2. The Project Coordinator shall approve the use of the money in consultation with the President and Treasurer.
3. All variation from the proposal shall be subject to new approval.
4. All funds not spent by 31 Dec shall expire unless special approval has been requested to carry over to the following year.
5. Seed funds shall only be used for the following purposes:
- Support of participants or speakers from developing countries to a Workshop, Seminar or Meeting approved by
FACS.
- No person shall be sponsored more than once during the 2 years period.
- Not more than 25% of the Seed Money shall be used to cover incidental costs of project directors to organize the projects.
- Not more than 25% of the Seed Money shall be used to prepare documents or reports of projects.
- Not more than 50% of the Seed Money shall be used to fund travel of Project Director or Co-Director to a FACS approved Workshop, Seminar or Meeting.
- For any other use, prior approval shall be obtained from the Ex-Co.
6. Project Directors must give a report of the Meeting, Seminar or Workshop and details of use of the Seed Money, before money can be released by the Treasurer.
7. The Report shall contain the highlights of the project, progress, resolutions or recommendations (if any) and photographs. The report shall be considered for publication in the FACS Newsletter.
8. The grant shall only be released if the society is in benefit, that is, its subscription has been paid.
(2) Duties of Project Coordinator and Directors

Project Coordinator
1. To communicate with Project Directors and receive the regular Progress Reports for reporting to EXCO, Council Meeting and Genera Assembly of FACS.
2. To communicate with member societies and ensure their participation in FACS Projects.
3. To monitor the progress of projects and take appropriate action to ensure that they keep up with schedule (target) and don tot become inactive.
4. To receive new proposal of projects from member societies and have them tabled at EXCO meeting agenda.
5. To advise Treasurer to release seed grants after receiving necessary documents/details from project directors.
6. To assist project directors by making contacts with funding institution, wherever it is available.
Project Directors
1. To monitor programs in FACS member countries in their respective project areas.
2. To catalyze development of new programs and promote cooperation among member countries.
3. To enhance communication by creating/strengthening networks between chemists in the region.
4. To ensure that at least 3 chemical societies are involved in activities of the project network.
5. To provide regular reports on projects to the project coordinator so that it can be tabled at EXCO meetings and disseminated in FACS Newsletter.
6. To raise funds for workshops, symposia and other project activities (as far as it is possible).
