1. Opening Remarks by FACS President
The 37th EXCO meeting of FACS was held at Seoul, Korea on
May 27, 2000 and the minutes of EXCO meeting is waiting for EXCO members' approval today.
A conjunction of 9th Asian Chemical Congress and General Assembly of FACS and IUPAC World
Chemical Congress will be held at Brisbane this July. Professor Noller will give a
detailed report on the preparations of 9ACC later on this meeting agenda. The latest issue
FACS Newsletter, (No. 1 of year 2001) is published and we bring some copies with us for
distribution. The construction of FACS web site is underway by Dr. Xiao-Xia Li. In order
to communicate with our society members and individual members on both ways, we need the
web site urgently. During the past we lack of communications with the organizing committee
of Australia on 9ACC preparations could be one of the blames on the FACS web site.
Dr. Lee presents a gift on behalf of FACS to the Chemical
Society of Vietnam to express his thanks to Vietnamese colleague to host this meeting in
Hanoi. Prof. Quach, Vice-President of CSV, delivers a welcome address on behalf of the
President of CSV. He mentions Mr. Nguyen Xuan Thuy, the president of CSV and the Chairman
Managing Board of Vietnam National Chemical Corporation will host the dinner tonight.
2. Approval of Minutes of 37th EXCO meeting (Attachment 1)
The minutes of 37th EXCO meeting at Seoul, Korea is
approved by EXCO members.
3. Report of President
President made an opening remark on the agenda 1.
4. Report of President-Elect
Due to the financial difficulties of Asian Chemical
Societies, 9th Asian Chemical Congress (9ACC), General Assembly of FACS will start on
10:00 ¨C16:00, July 1 (Sunday) at Qeensland
University of Technology where the Conference Center is close-by. A joint welcome
reception of IUPAC and FACS will be held at the evening (6:00 pm) of July 1.
The opening ceremony of 9ACC is scheduled on 9:30 am of
July 2 (Monday) and joint Technical sessions with IUPAC starts on 9:30-12:00 am Monday,
Tuesday and Wednesday. FACS Foundation Lecture and Economic Development Award speech will
be scheduled on 2:00 and 4:50 pm of July 2 (Monday), respectively. The Distinguished Young
Chemist Lecture is scheduled on 2:00 pm of July 3 (Tuesday). 9ACC will have a separated
banquet on 8:00 pm of July 3 (Tuesday). Professor Berry Noller, the President-elect of
FACS is directly responsible on
9ACC and General Assembly of FACS both local and international communications.
Professor Noller will become the President of FACS (2001-2003) after 9ACC at Brisbane.
The awards of FACS Foundation Lectureship, Distinguished Young Chemist and Distinguished
Contribution to Economic Advancement this year will be presented to the awardees by Dr.
Johnsee Lee, the President of FACS (1999-2001) during the FACS opening ceremony on July 2.
The local conference organizing committee will prepare
separated badges for different registration fees of 9ACC and WCC participants,
respectively. However, WCC participants are eligible to 9ACC without extra fee. The
participants from developing country may apply for a discount registration fee with 200USD
for 9ACC only. Even though 37th EXCO meeting decided the registration fee of 9ACC is
200USD, the financial situation of 9ACC organizing committee in Australia. It is not
possible to hold a separated 9ACC along from the joint conference. Dr. Lee, the
president of FACS negotiated with Professors Graeme George and Bob Gilbert, the Joint
Congress Chairs of the World Chemistry Congress 2001 in Australia. Dr. Lee also made
contact for consultation with our EXCO members, it is considered as an exceptional case to
accept a compromised registration fee 300USD for this 9ACC.
Again, the registration fee is decided by EXCO meeting and
considered as one of the determining conditions for hosting ACC. Any changes on ACC
registration fee should be approved by EXCO members in the future. The help for the
participants from the developing country and the young
chemist to 9ACC is available. A discount conference fee is available and judged by
Australian conference organizing committee. This financial support is funded by UNESCO.
This information will be on the web and also in the next circular. A separated 9ACC
announcement for the delegates should be prepared and sent out to every FACS member
society and individual member. The announcement should include the nomination of an
official delegate of each member society, who will be waived from 9ACC registration fee
and free accommodations during the 9ACC. All
of those expenses will also be provided by Australian chemical conference organizing
committee.
The extra promotion should be made in order to encourage FACS members to participate in
both 9ACC and WCC.
5. Report of Secretary-General
The secretariat work of FACS in the past year is fully
supported by the Applied Chemistry Division, Union Chemical Laboratories of ITRI in
Taiwan. Among those helpful staffs, Drs. Huey Huey Lo and Jer-Young Chen, they carried out
the most of FACS routine and trivial job. I express my sincere appreciation to their
efforts on this secretariat work that is honorary and additional to their original job
function as an excellent applied research chemist.
In order to smooth out the future communications among our
FACS Society members, I would like to urge our Society members to identify a responsible
individual to be communicated with FACS secretariat by any means. Furthermore, if someone
has the connection with the representative of any Society member who can help to carry out
this message. In the meantime, send an Excel file of the correspondence address of each
FACS member society by e-mail and letter to EXCO member or secretariat and ask if there is
any change. At least two contact people of each society should be on the mailing list.
Among these should include at least, the president, the secretary-general or other
directly responsible individual of the society.
There are three member societies express their interest to
host 13th General Assembly and 11th Asian Chemical Congress in 2005. Those Society members
include Korea, Mongolia, and South Pacific. Please consider taking the necessary step for
further action. I would like to remind the selection the 40th EXCO host (after the EXCO
meeting in Brisbane) will be connected to the future FACS hosting country. Allow me to
express my thanks to our Vietnamese colleagues to host this EXCO meeting and their warm
hospitality.
6. Report of Treasurer
The FACS yearly subscription list (updated as on Nov. 20,
2000) is attached. Since the Chemical Society located in Taipei is the FACS hosting
country during 2000-2001, its subscription fee will be waived, however, the fee of 600 USD
is paid and appreciated. There are several member societies have not yet paid the
subscription fees and no response since the notification sent out to them. Therefore, a
proposal of Handling Cases of Unpaid Subscription Fees is discussed and verified as
following:
(1). Member societies of FACS should pay Subscription fees according to the category that
each Member Society has been designated.
(2). Any Society failing to pay their Subscription Fees for 3 years will receive
"notice" to the effect that it's membership may be terminated.
(3) Any Society failing to pay their subscription fees for 4 year will be elegated to an
observer status, whereby such a Society will lose all benefits enjoyed by a Member
Society, such as no voting rights at FACS meetings, no nominations for FACS Awards.
(4) An affected Society can communicate with FACS to give reasons on their inability to
pay the fees
(5) The FACS EXCO will deliberate on the reasons and appeals and recommend to the FACS
Council an appropriate action to take. According to the report of FACS Receipts and
Payments Statement as of November 30, 2000. The balance is 25,571.74 RM$ (Malaysia
currency). Still an amount of 4,104,00 RM$ Subscription fees received from Taiwan and
Malaysia not yet credited into bank account. The balance as of April 30,2000 was 14,824.26
RM$, was reported on 37th EXCO meeting in Seoul, Korea. Bangladesh, but it does not pay
yearly subscription fee
since 1995. The Treasurer will deduct the subscription fee from the FACS project fund.
FACS Term Deposit in Australia is 49,576.55A$ and FACS bank Account Balance is 473.73A$.
There is another account of 14,407.15A$ with RACI for ACGC account.
6. Report of Coordinator of Projects
Dr. M. Singh met four Project Directors ( Prof. Noller,
Dr. Ragbavan, Prof. Ito and Dr. Sadler) at Malaysian Chemical Congress, October 2000. And
also met Prof. Mosihuzzaman at ACGC meeting in Dhaka, November, 2000. Dr. Singh discussion
the project activities with them.
India Chemical Society moved to Calcutta and lost contact.
Please ask Mr. Lim, the Treasurer to find out the correct
address from Dr. M. Singh. And also Himpunan Kimia Indonesia has no connection since1991,
please ask Mr. Lim do the follow-up. Iraq Chemical Society has no contact, due to the
government impairment. Therefore, put three of them (Indonesia, India and Iraq) in the
observer status.
Jordanian Chemical Society was tried by e-mail but failed.
A registered letter should be tried again, otherwise. Prof. Noller has connection with
Nepal Chemical Society through APFAN
project, he is eligible to provide the contact information.
Chemical Society of Pakistan, Dr. Singh and Mr. Lim will pass the message to new person,
Dr. Iqbal Choudhary.
Secretariat should send a letter to Mendeleev Russian Chemical Society and ask the society
to pay the Subscription Fee of 120USD in order to become an active FACS member society.
FACS projects are carrying on during years of 2000-2001
(up to January 11, 2001)
(1) ACGC (Asian Coordinating Group for Chemistry) 16th ACGC meeting was held at
Rajendrapur, Bangladesh on November 24-25, 2000. The meeting highlights are attached. ACGC
publications and meetings are published on FACS web page.
(2) ACEN (Asian Chemical Education Network)
The proceeding of 8ACC Special Symposium on Chemical Education was published in Chemical
Society of Japan. News and articles of Chemical Education is on ACEN homepage. Regional
Symposium on Chemical Education, 2001 will be held at Kuala Lumpur, Malaysia.
(3) ANAIC(Asian Network for Analytical and Inorganic Chemistry)
Regional Conference on Inorganic Chemistry was held on November 14-15,2000 at Penang,
Malaysia. UNESCO Regional Training Program in Spectroscopy was held on January 1-13, 2001
at Chennai, India.
(4) ANCP (Asian Network for Cleaner Production)
Cleaner Production (CP) e-mail News, Newsletter and Magazine is published bimonthly.
Involved in three International Conferences and Training Course in Taipei between December
1999 and March 2000. One Roundtable Discussion at Thailand, March 2000.
(5) ANEC/CREN (Asian Network for Environmental Chemistry/Chemical
Research and Environmental Needs)
Regional Workshop on Monitoring Toxic Constituents from Peat Swamp Forest Fire, was held
on June 26-29, 2000 at Brunei. Symposium on Green Science & Waste Management was held
on October 16-18, 2000 at Ipoh, Malaysia. Natural Resources and Environmental Management
Conference was held on October 18-20, 2000 at Kuching, Malaysia.
(6) ANRAP (Asian Network of Research on Antidiabetic Plants)
3rd International Symposium on Plant Materials as a Source of Antidiabetic Agents was held
on November 16-17, 2000 in Dhaka, Bangladesh. Professor Mohammed Mosihuzzaman, Bangladesh
serves as the Chairman of ANRAP.
(7) APFAN (Asian pacific Network for Food Analysis)
Asia Pacific Symposium on Food Chemistry was held on September 18-20, 2000.
(8) ChIN (Asian Chemical Information Network)
Design and maintain new FACS homepage is the part of ChIN project.
Electronic publication of FACS Newsletter, ACGC publications and meetings. ACEN and ChIN
web sites also can be linked through FACS homepage.
(9) LPLCE (Local Produced Low Cost Equipment)
World Bank sponsored Computer Training Program for Low Income Women in India is on going.
(10) Natural Products
10th Asian Symposium on Medicinal Plants, Spices and other Natural Products (ASOMPS X) was
held on November 19-23, 2000 at Dhaka, Bangladesh.
ASOMPS XI will be held on October 27-31, 2003 at Kunming, China.
LPLCE project is originated from local produced low cost equipment and its mission changes
and the project name is considered to be changed to Low Cost Publications.
EXCO asks the project directors to report the progress of each project, such as workshop,
meeting and the activities of each project at the end of the year.
The endorsement of 15th Anniversary Conference & Exhibition of Institut Kimia
Malaysia, Sarawak is granted by FACS without any cost.
Dr. M. Singh proposed the Draft Guidelines for use of FACS Seed Money. The wording of the
guideline will be prepared by Singh and send to Secretary-General of FACS for publication
and EXCO member for verification.
Budget (approved annual allocation in USD, 2000) for FACS
projects:
APFAN (500USD) support Ms.Seizo Ahmad Alyas (Malaysia) for APFAN workshop at Brisbane.
ChIN (500USD) travel for 9 ACC.
ANAIC (500USD) is not used and expired.
ANEC/CREN (500USD) the seed money subsidies the electronic publication of Proceeding of
Special Symposium on Chemical Education in 8ACC. But it is not within proposed FACS
guideline.
ANCP (500USD) and Natural Products (500USD) are not used and expired.
ANRAP (200USD) subsidy for 3rd International Symposium on Plant Materials as a source of
Antidiabetic Agents. This seed money will be held and waited for the Subscription Fee of
Bangladesh to come.
Prof. Noller handles ACGC (500USD) for chemical research communications.
Low Cost Publications (200USD), Dr. Sane of India request 500USD for 2 publications. The
request is granted by EXCO.
Coordinator of Projects and President, and Treasurer will be responsible to watch the
results of each project. The report of projects will be put into the publications.
A FACS Newsletter should be before Brisbane 9ACC meeting this July. The FACS seed money is
only allowed partially for the travel fund.
FACS should look for a new coordinator of Projects, put it as a new agenda for next FACS
meeting.
7. Report of ChIN Project Director
Domain name of FACS is approved by EXCO as www.facs.as.org
and get 10 years registration pays150USD one time fee. Dr. Singh will follow up the cost
of 1000USD for FACS web server.
8. Report of Chairman of Publications Committee
The contents of the Newsletter (No.1, 2001) includes:
Introduction of FACS new member societies (Mendeleev Russian Chemical Society and
Mongolian Chemical Society); Prominent Research Institute in Asia (ITRI); The Booming
Industry in Asia (Taiwan Market Forecast for Electronic Chemicals; Vision for Electronic
and Information Industry in 2010, Japan; Market Trends in Korean Electronics Industry;
First ?-Carotene Producer in Asia). FACS Activities (New Web Page of FACS Projects;
Minutes of 36th EXCO Meeting; FACS 2001 Awards/Citation in Progress and Invitation to Host
10ACC & 12th GA). Meetings (WCC and 9ACC in Brisbane; International Symposium on
Organometallic Chemistry Directed Towards Organic Synthesis (OMCOS-11) and other future
IUPAC Sponsored Meetings). FACS
Newsletter publishes on both paper and FACS web site.
Professor Tashin J. Chow is the Chief Editor of the Newsletter and Dr. Jer-Young Chen and
Dr. Huey-Huey Lo are the Executive Editors. Any suggestions or comments please contact the
editors directly or FACS secretariat.
9. Venue Inspection and Final Confirmation of 10ACC Hosting Society
A joint conference of 10ACC and 8th Eurasia conference
(EuAsC2S-8) will be held on October 21-25, 2003 at Hanoi, Vietnam is proposed and
presented by the Past-president, Chemical Society of Vietnam, Dr. Ho Sy-Thoang. October is
the best month of the year with the most suitable climate for the conference. Vietnamese
colleagues learn from the chemical congress experience from Philippines, Taiwan, Brunei,
and 9ACC in Australia. Vietnam National Chemical Corporation, chemical related research
institutes, industries, and universities will work together for 10ACC. The congress main
theme will discuss on chemistry of urgent environmental issues. Vietnamese government will
full support this event.
The Vietnamese organizing committee will invite 200 to 400 foreign participants. Lots of
sightseeing sites near Hanoi, Ha-Lung Bay are one of attractions. Hotel facility and
government supports are conference. There were several meetings for 300- 500 participants
held in Hanoi in the past. The organization and the leadership are capable of conducting
the meeting.
Professor Ohtaki urges Vietnam colleagues file the application to IUPAC, Eurasian
Committee Chairman and ask for an official letter to authorize the Vietnam local committee
to organize the joint conference. Advisory board of international and national organizing
committees should be listed separately. Check the past experience to learn the conference
format.
Professor Barry Noller concerns the conflict on the meeting schedule of 10 ACC and 11th
Asian Symposium on Medicinal Plants, Spices and other Natural Products (ASOMPS XI) on
October 21-25 in Hanoi, Vietnam and October 27-31, 2003 in Kunmin, China, respectively. He
suggested Vietnamese colleague to rearrange the meeting schedule in order to avoid the
conflict as much as possible.
Dr. Johnsee Lee, the President, suggests the theme of 10ACC focus on certain topics and
introducing Vietnamese chemical related business, which may be interested to the ACC
participants. The traveling information to hotel from airport and the meeting site should
be available for every participant.
After visiting Hanoi Daewoo Hotel, the proposed 10ACC
conference site, the proposal of CSV for hosting 10ACC and 12th GA, 2003 in Hanoi, Vietnam
is granted by EXCO.
10. Discussion of the Draft on Criteria of Chemical Education and
Environmental Protection Awards
The proposed Criteria of Green chemistry award will be
revised by Dr. Singh and also communicated with Dr. Jyh-Shing Yang , the new Director of
ANCP (Asian
Network for Cleaner Production) for suggestions. Distinguished Contribution to Advancement
in Chemical Education Award is based on the rule of Distinguished Contribution to Economic
Advancement award. Dr. Singh will make the wording of the Award. The nomination of the
awards should be made by FACS member society. No traveling expenses and the local
accommodations to the Awardee by FACS but is up to the financial situation of the local
conference organizer. Awardees will be honored on ACC or the related meeting. The rules
should be published in next FACS Newsletter before 9ACC.
11. Discussion of FACS Foundation Guideline
The purpose of this foundation can be established in order
to get the financial contribution from outside. Named after FACS should establish Asian
Chemical Foundation. FACS is the initiator, trustees, and launching fund. Ask Dr. Singh
and Prof. Noller to look into the detailed information on the establishment of the
foundation.
12. Venue of 13th GA and 11th ACC
Chemical Society of the South Pacific, Mongolian Chemical
Society, Korean Chemical Society, and Institut Kimia Malaysia Express their interest to
host 13th GA and 11th ACC. A formal proposal should be filed to the Secretariat by April
30, 2001 for the discussion on General Assembly on July 1, 2001 at Brisbane. The official
proposal should include the conference plan, the written support, the meeting place, and
the funding situation.
13. Finalize the FACS Awards
The awardees of FACS awards were selected among those
well-qualified candidates on a close meeting of the president, the president-elect and the
past president at the evening of January 10. EXCO members nominated these awardees after a
lengthening discussion on every aspect. These FACS awards are finalized as the following:
Foundation lectureship, Professor P. Haddad (Australia);
Distinguished Young Chemist, Dr. Margaret Anne Brimble (New Zealand);
Distinguished Contribution to Economic Advancement, Dr. Jong-Kee Yeo (Korea).
The award of Citation for Contributions to Chemistry and Chemical Profession is left open
due to the limitation of the award criteria.
In order to encourage young chemist to devote into the
chemical profession and the number of well-qualified candidate increases every year.
Besides, the young chemist award has its age limitation by FACS award rule. Therefore, the
number of Distinguished Young Chemist awardees will be increased up to two. And also put
the amendment to three awardees on the award rule on Citation for Contributions to
Chemistry and Chemical Profession. The Secretary-General will be responsible for sending
out and ask for the resolution on these matters from the member societies.
The preparations these amendments should be on the agenda for next General Assembly in
Brisbane.
15. Others
The correspondence of FACS member societies is listed on
Newsletter (No. 1, 2001). The secretariat asks for the correction from everyone who is
familiar with the right contact individual of FACS member societies. Some of them have no
response at all, whatever the information send out to them from the secretariat. This help
will improve the communications among our society members. In order to obtain more
participation from our society members, improve the EXCO function and get closer
relationship with the chemical industry. Therefore, EXCO meeting suggest to set up a task
force to look at the re-construction of FACS, recruiting extra EXCO members
besides the original EXCO organization, review the current FACS projects, reconsider the
whole project direction on communications, environment and focus on the mission and the
function of FACS. Working structure and current system of project, improve the efficiency
of FACS function. This working committee includes:
Professors Hitoshi Ohtaki (Japan), Berry N. Noller
(Australia), Kan-Nan Chen (Taiwan), Mohinder Singh (Malaysia) and Ho Sy Thoang (Vietnam).
Professor Kan-Nan Chen is appointed as the Chairman of this working committee.
The proposal of FACS restructure should be ready for the
next General Assembly at Brisbane this July. Widespread representation of EXCO members is
necessary, but each EXCO member should travel with his own budget. A formal notice will be
sent to the Awardees and the member society, and a copy to each EXCO member. Prof. Noller
will be responsible to look for the Coordinator of FACS projects. Publications Committee
is suggested to remain in Taiwan for another two years (2001-2003), it depends on
Taiwanese colleague's decision.
