Minutes

1. Opening Remarks

Dr. Johnsee Lee, President of FACS, makes an opening remark and expresses his gratitude on the behalf of FACS to Professor Jung-Il Jin, President of Korean Chemical Society and his colleagues for their hospitality for hosting the 37th EXCO meeting in Seoul. Due to the tight meeting agenda, the city tour that Korean colleague arranged before was postponed.

2. Approval of Minutes of 36th EXCO (Taipei) meeting

Make minor corrections and the minutes of the 36th EXCO (Taipei) meeting is approved.

3. Report of President

A working committee meeting is held and a task force is formed in Taipei right after 8ACC on last November. The future activities of FACS would focus on the following activities: 1. Improving the communication among societies and members by better use of the FACS Newsletter and Website. 2. Strengthening the on-going FACS project networks. 3. Promoting chemistry education in Asia Pacific region. 4. Encouraging the participation of industries. 5. Assisting member societies to organize international conferences. 6. Preparation of 9ACC 2001. He urges the supports from the EXCO members and the member societies of FACS.

4. Report of President-Elect

Professor Barry N. Noller, the President-elect of FACS, announces the information of 9ACC on the Websites of FACS as well as ChIN. The detailed information will be reported on the meeting Agenda # 11. 

For the occasion of UNESCO meeting on natural products was held in Vietnam this March. Vietnamese colleague expressed his interest to host the next Asian Chemical Congress (10ACC) 2003. The open application for hosting 10ACC should be announced at the proper time.

5. Report of Secretary-General

In order to communicate with member societies, the correct e-mail address and the right contact person of each member society are required. If EXCO member is familiar with any changes of each individual society, please notify the secretariat by e-mail. We are quite worried about the missing contact of our member societies. 

The contact person and the address of Vietnamese and Australian (RACI) chemical societies are changed that will be provided by Dr. Noller. The e-mail address change of Professor H. Ohtaki, the past-president, is going to be made according to his name card.

6. Report of Treasurer

Mr. Lim Teck Thai, the Treasurer, he can not make to the meeting and asked Dr. Singh, the Coordinator of Projects, to present the Treasurer's report. A 4-page report is submitted including
1. Seed Money of FACS Projects utilized during 1999.

2.FACS Receipts & Payment Statements as of April 30, 2000 and December 31, 1999.

3. FACS yearly Subscription List and also the member societies who unpaid their dues.
Projects ANAIC, ChIN, Natural Products-ANRAP, Publications (Newsletter), and ACGC/CRC the seed money has been utilized. However, the fund (seed money) for projects ANEC/CREN, ANCP, AFPAN, and ACEN-Low Cost Equipment has not been used. Since those fund of year 1999 is expired and new allocations be made for year 2000/2001.

Mongolian Chemical Society and The Mendeleev Russian Chemical Society have been accepted and become the new member societies of FACS last General Assembly. And their membership dues are decided according to the meeting. There are U$120 (Category 3) for Mongolia and U$300 (Category 2) for Russia, respectively. Please remind the secretariat to notify these two member societies about their rights and obligations to FACS.

According to the FACS Yearly Subscription List, the following member societies have not paid their annual dues for number of years, such as, Bangladesh (since 1995), India (since 1994), Iraq (since 1989), Jordan (since 1997) and Indonesia (since 1991). The message was sent to those societies before but it got no response. Please check their correct correspondents and ask for the due again as soon as possible. Send the notice to those societies next time, in the meantime, send a copy to the Treasurer. Complete report on the budget 2000 will be attached on the next meeting.

The issue of FACS foundation is raised again, during the discussion about FACS budget. President Lee suggests that FACS inquire the donation from industrials and Company Associates that could become the major financial sponsorship of FACS. Professor Noller suggests a fixed percentage of each chemical congress expenses withheld and contribute to FACS fund. Dr. Singh proposes that imposing a surcharge on the Asian Chemical Congress registration fee and donates to the Fund. Professor Ohtaki opposes the surcharge on the registration fee. However, everyone agrees with the set-up of FACS Foundation is a long-term goal. The EXCO decides to ask the Treasurer to formulate the guideline and proposal of FACS foundation. The fund raising policy including the responsibility of each FACS host country, donation from Industrial Company Associate and a fund donation from each chemical congress of FACS. The amendments and statues of FACS Foundation
will be prepared and proposed to next EXCO meeting and General Assembly by Professor Noller.

7. Report of Coordinator of Projects

A detailed biennial report on FACS projects for 1997-1999 is published in the recent Newsletter (No. 1/2000) and FACS Web. The projector directors were appointed or re-appointed as the listed on the Newsletter (p. 40 of No. 1/2000 issue). The Project Directors of APFAN, ANAIC, ANCP and Natural Products are re-appointed. And the Co-directors of ACEN and ACEN/CREN are to be appointed. The projector director and co-director of ChIN are switched (Professor Xiao-Xia Li becomes the director to replace Dr. David Winkler). 

Add two new sub-projects of ANRAP and LPLCE and their project directors, Professors Atta-ur-Rahman and K. V. Sane are suggested, respectively. The seed money of US200 for each sub-project is allocated. The seed money for the rest of the existing projects remained the same and the total budget for year of 2000 will be increased to U$4900 instead of original U$4500 last year.

Professor Noller expresses his thanks to the project directors and their activities and put into FACS Newsletters. In order to activate the FACS projects and re-assign the responsibility of each project director by calling for the directors' meeting in Malaysia this October.

8. Report of Project Directors

Professor Masato M. Ito, project director of ACEN, reports the activities and future activities of Asian-Pacific Chemical Education Network (ACEN) on WWW as well as on the attached sheets. The panel discussion was held during 8ACC in Taipei last November. The Special Symposium on Chemical Education in Asia was held in Taipei on 8ACC. That symposium was organized by Professors Chung-Yuan Mou (National Taiwan University, Taiwan) and Yoshito Takeuchi (Kanagawa University, Japan). The proceeding of this Special Symposium is published as a special issue of Chemical Education Journal (CEJ) and the materials of this Journal also available on the Web.

Professor Xiao-Xia Lee, projector director of ChIN, reports the recent progress of ChIN, a proposal to UNESCO was granted a partial support to create the web archive of Asian Coordinating Group for Chemistry (ACGC). The new version of FACS Web page covers all FACS projects is available on ChIN www server at
http://www.facs-as.org/index-projects.htm


The web page includes: 1. The web archives of ACGC meetings, the Journal of ACGC Chemical Research Communication (CRC) and Conferences of ASOMPS; 2. The web archives of FACS projects that covers ANAIC, ACEN, ChIN, CREN, APFAN, ANCP and Natural Products.

The functions of ChIN Web page are: 1. Archiving ChIN activities; 2. Providing a mechanism for increasing communication between FACS members; 3. Providing a means of FACS electronic publication; 4. Others, such as helping chemists to be aware of the fast development of chemical research and the related activities.

ChIN web page has been contributed to the Bulletin on Division of Chemical Information and Computer Sciences Japan (CICSJ) and also to the database of Yearbook of International Organizations, Union of International Associations. Those might be helpful to bring more publicity of ChIN.

Due to the needs of publications of FACS newsletters in electronic form, promoting the communications among the FACS members as well as raising fund for FACS by the web advisement. Set up a new web server for FACS is highly recommended by EXCO members. Please ask Dr. David Winkler, the Co-director of ChIN, to complete the registration of FACS web page under FACS domain name.

EXCO members accept the proposal for future activities of ACEN, which are: 1. Encouragement of launching home pages for Chemical Education in Asian-Pacific countries; 2. Encouragement of the submission of news and/ or articles to the ACEN home page: http://www.juen.ac.jp/scien/cssj/cerjrn1E.html.

The duty of project coordinator has been discussed and suggested by EXCO members.

  • To communicate with project directors and receive the regular Progress reports for reporting to EXCO, Council meeting and General Assembly of FACS.
  • To communicate with member societies and ensure their participations in FACS projects.
  • To monitor the progress of projects and take appropriate action to ensure that they keep up with schedule (target) and do not become inactive
  • To receive new proposal of projects from member societies and have them tabled at EXCO meeting agenda.
  • To advise Treasurer to release seed grants after receiving necessary documents/details from project directors
  • To assist project directors by making contacts with funding institution, wherever it is available
Those statements have to be verified and the statutes of FACS have to be changed accordingly by Professor Noller. 

All the project directors are re-appointed, except ChIN, Professor Xiao-Xia Li and Dr. David Winkler are switched as the project director and Co-director. The Co-director of ACEN is preferably from Thailand from Thailand. The Co-director of ACEN/CREN is going to be appointed.

Natural Products and Sub-project ANRAP are proposed to be combined and those will be reviewed next year. 

Sub-project LPLCE remained and a new sub-project (Low Cost Educational Publications) will be created. Sane will be the director.

Singh suggests 

The terms of reference of project directors:

  • To monitor programs in FACS member countries in their respective project areas.
  • To catalyze development of new programs and promote cooperation among member countries
  • To enhance communication by creating strengthening networks between chemists in the region
  • To ensure that at least 3 chemical societies are involved in activities of  the project network
  • To provide regular reports on projects to the project coordinator so that it can be tabled at EXCO meetings and disseminated in FACS Newsletter
  • To rise funds for workshops, symposia and other projects activities (as far as it is possible)

Dr. Singh extends his invitation all FACS Projector Directors and EXCO members to IPOH 2000 this October.

The total budget for years of 2000 and 2001 will be increased to U$4900. Due to an addition of U$200 each to the projects of ACEN and Low Cost Educational Publications.

ANCP (Asian Network of Cleaner Product) project reports (on the separated paper) this project activities including publishing a semiannual newsletter Cleaner Production (in English) and a bimonthly Cleaner Production Magazine (in Chinese). The English publications are sent to all FACS member societies as well as all interested parties and individuals. The Chinese publication has only been sent to local organizations, industries and individuals as well as Chinese speaking members. Besides, the project also cooperated with local or other regional organization e.g. APEC to hold or participate cleaner production related conferences and workshops.

Taipei FACS secretariat maintains Web site for Newsletter, FACS general pages (home pages), Functional pages of FACS, Lists of FACS officers and member societies correspondence address (contact person and e-mail).

ChIN will look for a separated server for http://www.facs-as.org/ and have ChIN connection to it. The secretariat will maintain the updated FACS information directly by using a password. 

There are several server names are suggested for a new separated server, such as FACShome facsweb, facsnet and the name is by FACSCHEM, FACSweb, and etc. Both ACGC and FACS will share the cost.

9. Report of Chairman of Publications Committee

A report (on a separated sheet) from Professor Chow, Chairman of the Publications Committee. He urges for the correct e-mail address of every member society for mailings. Change the national member. Newsletter will also publish in FACS web page starts from next issue. It is scheduled to introduce our new member societies, Mendeleev Russian Chemical Society and Mongolian Chemical Society on next issue. All EXCO members will be invited to join the advisory board of FACS Newsletter.

10. Application from the Israel Chemical Society

According to the statutes of FACS, the application materials from Israel Chemical Society will be circled to every FACS society member and ask for their opinion. Finally, EXCO meeting will make the recommendation to the Council meeting and General Assembly of FACS, accordingly.

11. Progress of 9ACC and World Chemical Congress

The meeting schedule of 9ACC of FACS and World Chemical Congress (WCC) of IUPAC will be held at the same place and almost on the same period at Brisbane, Australia this July. It is scheduled FACS general assembly on July 1(Sunday), EXCO meeting on July 3 (Wednesday). And 9ACC will start from July 2 (Monday) to July 4 (Wednesday), 2001.

The Registration Fees are tentatively suggested U$ 450 for ACC (including lunches) and WCC participants, and U$ 200 for only ACC participants. There is a suggestion on the discount registration fee U$200 for the chemists from the developing countries attending both WCC and ACC (which is accepted only by application and justified by the ACC organizer). The EXCO members ask Australian organizer to send a separated ACC circular including scientific program and registration fee to FACS member societies and calling for paper. The announcement on a separated title under 9ACC should be publicized, even though the scientific programs of WCC and ACC are joined each other. The EXCO members worry about 9ACC will be buried under overwhelming participation of WCC at Brisbane. EXCO members have this concern and bring the attention to 9ACC organizer.

12. Discussion of Chemistry Lecture Tour in Asia

Utilize FACS networks to expand the chemistry activities to the developing countries. Send out the message to FACS member societies and find out their big chemical events in their countries. In the meantime, search for the speaker who is willing to give the lecture in these countries at that special occasion.

13. Establishment of the FACS Award Committee

The application of each FACS Award is nominated by FACS member societies to EXCO meeting. The applications of FACS Awards are checked base on the requirements of each award and the country distribution is also put into consideration. The final decision of each award is reviewed by FACS presidents (President, Past-President, and President-elect) and approved on EXCO meeting.

14. FACS Future Activities

There are two new Awards on the chemical education and the contribution to environmental protection are put into consideration. Professors Ito, Takeuechi, Mou and Ohtaki are recommended to work out the criteria for the chemical education award. President Lee, and Dr. Su and Dr. Raghvan, the Director and the Co-Director of ANCP, are responsible to formulate the criteria for the award on the contribution to environmental protection. The secretariat notifies each responsible individual to prepare documents for these two awards before next EXCO meeting.

An invitation for FACS Award nominations will send out to every member society and also will be announced on FACS web. The deadline for FACS Award nominations will be on November 30, 2000. The Award nomination materials in electronic form are welcome.

Two FACS Awards (Foundation Lectureship and Distinguished Young Chemist Award) are designated in different area each time. The 2001 FACS Foundation Lectureship will be in the field of Analytical Chemistry. FACS Distinguished Young Chemist Award, this award shall be in the field of Organic Chemistry. The age of this awardee shall not exceed 40 years of age as of the January 1st, 2001.

15. Venues of 38th EXCO meeting

Candidates of host country for EXCO meeting are Vietnam, Thailand and Malaysia. There are several important chemical conventions will take place by the end of this year and the beginning of 2001 for reference.

  • Pacifichem in Hawaii on Dec. 13-19, 2000.
  • Project directors meeting in Malaysia on Oct.16-18, 2000.
  • Chemical meeting in Hanoi, Vietnam on mid-January, 2001. Vietnam is the first priority choice and Professor Noller will check the availability of Vietnam. And Thailand is also one of the choices.

16. Venues of 12th General Assembly and 10th ACC

Representative of Vietnam expressed his interest to host 12th General Assembly and 10th ACC in Hanoi, 2003. The secretariat will send the letter to Vietnam and get the confirmation from Vietnam.

17. FACS Web Page

FACS web has been discussed and reported on this meeting Agenda # 7.

18. Others

Hosting 11th ACC of 2005 is open for application and December 31, 2000 will be the deadline. Korean colleagues express their enthusiasm for hosting 11th ACC in Korea on 2005. The secretariat will ask for the official agreement from Korea. Ask the Mongolia Chemical Society to host an EXCO meeting first before making any decision for hosting ACC.
