The Meeting was chaired by Prof. Ohtaki, the President.
AGENDA
1. Greeting of the President
Prof. Ohtaki, the President, expressed his sincere thanks
to Dr. Lee and his colleagues for the excellent organization of the 8th ACC and the
General Assembly.
2. Approval of the Minutes of the 35th EXCO Meeting (Cebu)
Without any particular amendment the minutes of the 35th
EXCO Meeting (Cebu) was approved.
3. Approval of New EXCO Members
Dr. Lee introduced his proposal of the structure of the
new EXCO (1999-2001).
The list was as follows.

PROF. TAHSIN J. CHOW (Taiwan), Chairman of the Publications Committee
Professor Noller advised that he had sought a suitable
candidate as Coordinator of Projects to replace himself. He had approached Dr Amy Guevara,
Philippines, but she was not entirely familiar with the procedures of the FACS and needed
some means of getting this experience. She was also not able to attend 8ACC. As an interim
measure Professor Noller suggested that Dr Mohinder Singh become the Coordinator of
Projects and that Dr Amy Guevara be asked to be
Deputy Coordinator. For this proposal Prof. Ohtaki expressed his opinion that he is
against the appointment of Dr. Singh as the Coordinator of Projects in view of his
previous deep involvement in FACS, adding that such a situation as a limited number of
members have remained as officers of the organization for many years is not appropriate
for an international organization. Prof. Takeuchi supported this opinion of Prof. Ohtaki
expressing the CSJ will not be very happy about this
proposal.
After some discussion it was agreed that this nomination
was approved under the condition that the term of Dato Dr. Singh is limited only for two
years, and after that Dr. Amy Guevara (the Philippines) who will be the in-coming
Vice-Coordinator of Projects, if agreeable, to support Dr. Singh for two years and then
become the Coordinator of Projects. It was discussed that the length of the term of
officers should be limited following general custom of most of international
organizations. It is also understood that new blood should be introduced in EXCO so that
FACS will strengthen its activity
4. Approval of New Project Directors

It was recommended that Professor Xiaoxia Li replace Professor Zhihong Xu as Director of
ChIN. This was supported by Professor Xu. In view of the actual involvement of Prof.
Xiaoxia Li in this project for many years, it is understood that Prof. Xiaoxia Li will be
the Director, and Dr. Winkler remains Co-director to cooperate with Prof. Li.

CREN
It was understood that the present Director Prof. Noller must resign and another Director
should be appointed. Professor Noller suggested that Dr Ross Sadler, Australia, become the
Director. Dr. Singh also needed to step down and suggested that the new Co-director could
be the Regional Director of Project CREN from the Commonwealth Science Council. This was
currently Dr Mubarak from Sri Lanka.

ANCP
It was understood that Dr. Su will continue as the director while it is uggested that
Prof. Ragavan (India) may be appointed as the co-director and this suggestion was
supported by EXCO.

APFAN
It was pointed out the present Director has been in charge for over 10 years. Prof. Noller
added that a change will soon be introduced, and it was generally understood in the next
term a change will be introduced. At that change co-director will also be changed.

ACEN
It was pointed out that since Prof. Padolina is too busy, it is generally understood that
she may be replaced by a more active one. Prof. Takeuchi recommended Prof. Ito , the
present Co-director as her successor of in view of his large contribution to FACS and
IUPAC CTC.
PROF. M. M. ITO (Japan) (Director of ACEN)
It was understood that Co-director may be chosen from
Thailand in view of the geographical distribution. Selection will later be made by the
Director and the Coordinator of Projects.
Low Cost Equipment (sub project of ACEN)
There was no particular discussion.
PROF. K. V. SANE (India)
Natural product
It was pointed out that the present director did not propose any activity. It was
understood that Prof. Noller should contact with Prof. Rahman to encourage him.

ABRAP (sub project of Natural Products))
It was reported that there is no problem in this sub project. DR. M. MOSIHUZZAMAN

5 Others
(i) Archives
Previously official records collected by previous secretary generals were accumulated in
the FACS Archives run by Prof. Spurling. Prof. Takeuchi suggested that the records might
better be kept by the in-coming secretary general for his reference, and it was approved.
(ii)Venue of the 37th EXCO
Several possibilities about the venue of the next EXCO meeting were discussed which
include Australia or Vietnam. Brunei is another possibility, but EURASIA Conference will
be held just after 3 months of the present meeting and hence the interval between two
meetings will be too short. It was pointed out that Bangladesh will organize the next
ACGC, and hence this is another possibility.
It was understood that Dr. Lee and Prof. Noller will make
efforts to materialize the venue of the next and following EXCO.
Prof. Ohtaki adjourned the 36th EXCO with thanks to all
old and new EXCO members and expressed his particular thanks to Dr. Lee and the Organizing
Committee of 8th ACC for the hospitality given to FACS.
